Energy storage and lithium batteries are among the fastest-growing sourcing categories right now, and China is an unavoidable link in that supply chain. But buyers purchasing battery products for the first time quickly discover this is nothing like sourcing ordinary consumer goods. Batteries are “dangerous goods,” and their certification, shipping, and customs clearance come with a whole layer of hard requirements that other products don’t have — get it wrong and your goods can’t board the plane, can’t enter the port, can’t get listed for sale. This article doesn’t cover which battery technology is winning (that’s a different topic). It covers the three things you, as a buyer, must understand: which certifications you need, how to ship, and how to vet suppliers.
1. Certification: not “one certificate for everything,” but a set that’s scenario- and market-specific
The first trap in battery sourcing is assuming “one certificate from the supplier will do.” In reality, battery certification splits into two completely different layers, both essential:
1. Transport certification — UN38.3, the prerequisite for a battery to be shipped out at all. UN38.3 is the UN’s lithium-battery testing standard for dangerous-goods transport — think of it as the battery’s “shipping passport.” Without it, airlines refuse to carry it and ocean carriers won’t accept it — the goods simply can’t ship. It covers eight tests (altitude/low-pressure, high and low temperature, vibration, impact, short circuit, and more) simulating extreme transport conditions.
- Key reminder for you: UN38.3 is a transport qualification, not a sales qualification. It proves the battery can be shipped safely; it does not mean the battery can be legally sold in your market — that depends on the market-access certifications below.
- A recent change you must know (new rule, late 2025): ocean bookings at many ports used to require only an MSDS (safety data sheet). But since October 2025, major shipping lines and ports have added a mandatory requirement to submit the UN38.3 test report as well — both documents, neither optional. If you’re operating on the old assumption that “an MSDS is enough,” your cargo can be detained, fined, or refused loading.
2. Market-access certification — different certificates depending on where you sell. This layer determines whether the battery can be legally sold in your target market:
- United States: UL certification (different batteries map to different UL standards — portable power, light electric-vehicle batteries, etc., each has its own). Platforms like Amazon also mandate it.
- EU: CE marking (spanning several directives), plus the new EU Battery Regulation (EU 2023/1542) which is phasing in more requirements, with a future “battery passport” ahead.
- Japan: PSE certification (the round PSE mark).
- South Korea: KC certification.
- A useful concept — “series certification”: if the models you source share the same core design, cells, protection board, and circuit principles, differing only in appearance, color, or capacity, they may be coverable under one series certification rather than certifying each model separately. This can cut your certification cost — worth asking suppliers about.
2. Shipping: batteries are “Class 9 dangerous goods,” which drives your logistics cost and risk
This is a piece many buyers don’t see coming. In international ocean freight, lithium batteries are classified as Class 9 dangerous goods. That doesn’t mean they’re “unsafe” — it means a whole set of special shipping rules applies:
- You must have the “golden documents”: a valid UN38.3 test report plus an MSDS, neither missing (see above). These are your hard currency for customs clearance.
- Full container (FCL) is far safer than shared container (LCL): many carriers refuse LCL bookings for batteries, unwilling to mix them with other shippers’ flammable cargo. The result: shipping batteries LCL is often 30–50% more expensive and harder to book. If you’re a small or mid-sized buyer, try to consolidate your order to fill at least a 20-foot container — it significantly lowers your per-unit shipping risk and cost.
- Watt-hours (Wh) determine how strict the controls are: batteries under 100Wh (many portable products) face relatively relaxed rules (often eligible for exemptions); storage units above 100Wh are controlled more tightly. Know your product’s watt-hours before sourcing — it directly affects your shipping plan and cost.
- Packaging and labeling have hard requirements: outer cartons must carry the Class 9 diamond label and the lithium battery mark (UN3480/UN3481, etc.), and batteries can’t be loosely packed. This is the supplier’s responsibility, but it’s your cargo that gets held if it’s wrong — so specify compliant packaging in the contract and require proof of compliance.
- An easily missed trap: make sure the supplier declares all batteries, including the small “incidental” ones inside a product (like a remote control’s battery). Failing to declare even one can get the whole shipment detained.
3. The China-export-side details that quietly stop shipments — things to confirm with your supplier
Here’s where it pays to understand the exporting end, because several requirements sit on the China side of the shipment and won’t show up in generic international guides — but if the supplier gets them wrong, it’s your goods stuck at a Chinese port before they ever leave. You don’t have to execute these yourself; you just need to confirm your supplier handles them.
- The “DG Packaging Certificate” (危包证) — the document most foreign buyers have never heard of. To clear Chinese customs, lithium-battery cargo needs not just UN38.3 and MSDS, but a Dangerous Goods Packaging Certificate (an official “packaging use inspection result” issued after customs inspects the packed goods at the factory). Without it, the goods can’t be declared for export, can’t be filed with maritime authorities, and won’t clear the Chinese port. Ask your supplier directly whether they can provide the 危包证 for your shipment — if they hesitate or don’t know what you mean, that’s a warning sign about their battery-export experience.
- Air freight has a hard 30% charge-state limit. For air transport, lithium batteries must ship at a state of charge (SoC) no higher than 30% of rated capacity. Ship them fuller and airport security will pull the cargo and return the whole lot. If you’re air-freighting samples or urgent orders, confirm the supplier ships at ≤30% SoC.
- The compliance documents expire — on different clocks. This catches repeat buyers out. The UN38.3 test report is valid for two years (the standard updates every two years); the MSDS is one year; and the air/sea transport appraisal certificates run by calendar year (Jan 1 to Dec 31). So when you reorder from a supplier you used before, don’t assume last year’s paperwork still holds — confirm each document is currently valid, or your repeat shipment can be blocked on expired documents.
- UN number classification must be right (UN3480 vs UN3481). UN3480 is standalone lithium-ion batteries (e.g. power banks, storage battery packs); UN3481 is batteries installed in or packed with equipment. Getting this wrong invalidates the transport appraisal and stalls the whole shipment. Worth confirming the supplier has classified your product correctly.
- If you’re sourcing newer sodium-ion batteries, note they now have their own rules. Since 2023, sodium-ion batteries have dedicated UN numbers (UN3551/3552), and packs produced after December 31, 2025 must be marked with their watt-hour rating. If you’re buying into this newer chemistry, don’t assume the lithium paperwork simply carries over.
4. Vetting suppliers: in batteries, “certificate fraud” and “cert-doesn’t-match-goods” risks are unusually high
Beyond the general factory-vs-trader vetting, batteries have a few category-specific vetting points:
- Verify each certificate individually, and confirm “cert matches goods.” Certificate forgery, borrowed certificates, and certificates whose covered model doesn’t match the shipped model are not rare in this industry. Once you receive UN38.3 and UL certificates, verify them through the issuing body’s official channel (see our certificate-verification guide), and confirm the model, voltage, capacity, and watt-hours on the certificate exactly match what you’re actually buying — if these parameters don’t match, the certificate is worthless paper.
- Prefer suppliers with a CNAS-accredited lab background, or who can provide authoritative third-party (SGS, TÜV) reports. Suppliers with in-house compliance-testing capability tend to be more reliable on compliance awareness and product consistency.
- Write “complete compliance documents” into your payment terms. Battery sourcing is especially suited to “balance tied to compliance documents + third-party inspection” — before releasing the balance, confirm the UN38.3 report, MSDS, target-market certifications, and compliant packaging are all in place and genuine. Far better than discovering a certificate problem after the goods are already stuck at port.
- Be wary of suppliers quoting noticeably low. Compliant batteries (full certification, proper cells and protection boards) have a cost floor. A quote far below market usually means something’s off in cell quality, certificate authenticity, or safety design — and with a safety-critical category like batteries, that kind of “cheap” isn’t worth touching.
The bottom line
Sourcing energy storage batteries from China: the real barrier isn’t “finding a supplier,” it’s understanding the full set of dangerous-goods rules — transport needs UN38.3 (and since late 2025, ocean freight also mandates the UN38.3 report plus MSDS as two documents), sales need UL/CE/PSE/KC by market, FCL beats LCL on cost and hassle, and vetting requires verifying each certificate and matching it to the goods. Get these straight, and tie your compliance documents and third-party inspection into your payment terms, and you’ll avoid the big pitfalls specific to battery sourcing: goods that can’t ship, can’t clear port, or can’t get listed.
