China–EU Trade Talks, October 2026: What to Put on Your Next Purchase Order

On 8–9 October 2026, China’s commerce minister Wang Wentao and EU trade commissioner Maroš Šefčovič held two days of talks in Beijing, the second meeting of the China-EU trade and investment consultation mechanism. The joint statement covers hybrid-vehicle trade, a “green channel” for rare-earth and permanent-magnet export licenses to the EU, continued procedures on company-specific price undertakings in the EV anti-subsidy case, and continued discussion of possible tariff cuts on some goods under WTO rules. A further meeting is set for March 2027.

Buyers should treat this as a process, not a new rulebook. The reported halving of Chinese hybrid and plug-in hybrid exports to the EU comes from Commissioner Šefčovič’s own statement on X. Beijing’s published summary describes only an “understanding” on hybrid vehicle trade, consistent with WTO rules, and gives no figure. Until a figure, a product list, and an effective date exist in a document both sides will enforce, a purchase order that assumes “hybrids to Europe are now halved” is guessing.

What actually moved

Three items on the list matter to a sourcing desk.

Hybrid and plug-in hybrid vehicles. If a cut is later written down, it will show up as fewer export licenses, a price-undertaking schedule, or a volume understanding — not as a sudden ban on parts. Component buyers (cells, motors, inverters) should ask whether their customer’s vehicle program is on the affected list before they lock a 2027 capacity reservation in China.

Rare earths and permanent magnets. China said it is willing to keep facilitating export license approvals for the EU through a “green channel.” Facilitation is not an exemption. The licensing regime China introduced in April 2025 for medium and heavy rare earths is still the baseline (for background, see our rare earth export controls piece). The broader package announced on 9 October 2025 is suspended only until 10 November 2026 (MOFCOM Announcement No. 70 of 2025), about a month after these talks. A green channel for licenses is a separate thing from that suspension date. A magnet or a motor that contains controlled material still needs a license path. “Green channel” means ask which office, which form, and which prior shipment was cleared that way — not that the form disappeared.

Price undertakings on battery-electric vehicles. Both sides agreed to continue procedures on company-specific price undertakings and reviews under the EU’s anti-subsidy case on Chinese EVs. That is a reminder that the EV case is not closed. A parts supplier who prices as if the duty is gone is pricing a rumor.

What did not move

No joint text has replaced Incoterms, origin rules, or the EU’s right to open a new case. Beijing has not published a number that matches the halving claim. A trader who rewrites a quote this week as “post-deal EU price” is selling the press release.

What to put on the next order

  • For magnets, motors, and any rare-earth-bearing part bound for the EU: the export-license status, the applicant, whether this SKU has cleared the channel before, and what happens to price and delivery if the 10 November 2026 suspension lapses before shipment.
  • For hybrid-related assemblies: a line that the volume is not contingent on an unpublished cut, or a clause that lets you reprice if a published quota lands before shipment.
  • For EV-adjacent parts: the anti-subsidy case number and whether a price undertaking covers this seller, not “the industry.”
  • For your records: ask the exporter for a copy of the customs export declaration (报关单) after shipment, and check that the exporter, the goods description, and any license number recorded on it match your invoice.

The bottom line

The October talks eased the immediate risk of escalation. They did not hand importers a new tariff schedule or a rare-earth waiver. Until the cut, the channel, and the undertakings are in a document with a date, buy against the rules already in force, and write the license status, the case number, and the 10 November date on the order, not the headline.
