Global electronics manufacturing continues to fragment along geopolitical lines in mid-2026. Multinational EMS providers face mounting pressure from cumulative U.S. tariffs on Chinese-origin semiconductors and metals, alongside enforcement mechanisms that limit traditional circumvention routes. This environment has accelerated—not initiated—a multi-year “China+1” diversification into Vietnam, Thailand, Mexico, and other aligned jurisdictions. The U.S.-led Pax Silica initiative, launched in December 2025, has added institutional structure by prioritizing trusted-partner supply chains for critical minerals, semiconductors, advanced manufacturing, and AI infrastructure.

Tariff Architecture and Regulatory Constraints

U.S. trade measures form the primary catalyst. Section 301 tariffs on Chinese semiconductors reached 50% effective January 1, 2025. A subsequent action imposes an additional tariff—initially at 0%—scheduled to rise on June 23, 2027.

Section 232 modifications on steel, aluminum, and copper derivatives, set out in Presidential Proclamation 11021 signed April 2, 2026 and published in the Federal Register, took full effect at 12:01 a.m. eastern daylight time on April 6, 2026. These changes apply duties to the full customs value of imported articles rather than metal content alone. Rates reach 50% ad valorem for products made almost entirely of these metals and 25% for certain derivatives. The framework closes valuation loopholes previously exploited through partial content declarations.

Simple transshipment or minor processing in third countries has become largely ineffective under enhanced origin verification and anti-circumvention rules. Procurement teams now calculate total landed costs inclusive of these layered duties.

Mexico has mirrored aspects of this approach, imposing up to 50% tariffs on goods from non-FTA countries—primarily China—across 1,463 tariff lines effective January 1, 2026. IMMEX program participants retain temporary duty relief for qualifying processing and re-export activities. However, mounting U.S. pressure ahead of the 2026 USMCA review is narrowing this pathway, with stricter scrutiny on Chinese high-value components in Mexican-assembled goods.

The EMS Asset Migration: Structural Arbitrage in Mexico and Southeast Asia

Flex Ltd. provides a clear case study. China’s share of the company’s production sales declined from approximately 38% at peak to around 19% in recent years. Fixed manufacturing assets in China fell over 60% over an eight-year period ending around 2025, while assets in Mexico expanded more than 81%. Vietnam and other Southeast Asian sites absorbed additional volume. Flex maintains substantial operations in China but has materially rebalanced its global footprint toward tariff-advantaged jurisdictions.

Celestica has expanded in Thailand (including Laem Chabang), Malaysia, and Mexico to support high-value segments such as 800G networking, AI infrastructure, and hyperscaler programs. The company’s 2026 capital spending plans target manufacturing capacity in these locations alongside the U.S.

This bifurcated model implies that while China remains the bedrock for component-level manufacturing and certain specialized processes, the final integration margin is being reallocated to avoid tariff exposure. Higher-value design, R&D, and advanced semiconductor activities often stay in China for ecosystem density and domestic market access, while assembly-heavy lines shift.

Industry-wide data indicate Vietnam attracted over $36 billion in FDI in 2025, much of it electronics-related, though industrial zone occupancy rates reached 85–95% in key provinces. Mexico saw strong manufacturing FDI momentum into 2026 driven by nearshoring. India has gained share more recently for labor-intensive segments.

Institutionalization Through Pax Silica

Pax Silica formalizes the trusted-partner preference. Coordinated by the U.S. Department of State, the December 2025 initiative unites participants including Japan, South Korea, India, Australia, the UK, and others. The framework spans the full technology stack: critical minerals, energy, advanced manufacturing, semiconductors, AI compute, and logistics.

Procurement strategies increasingly favor jurisdictions eligible for Pax Silica-aligned incentives and tariff exemptions. Brands accept higher base costs in Vietnam or Mexico when offset by duty savings, subsidy access, and reduced compliance risk. This shift extends beyond pure economics to de-risking against potential future export controls or supply disruptions.

Quantitative Impacts and Operational Realities

U.S. import patterns reflect the transition. China’s share of U.S. imports has declined, with gains registered in Mexico, Vietnam, and Taiwan in early 2026 data. However, China retains dominant scale in components and intermediate goods, forcing many EMS operations into dual-sourcing or hybrid models.

Cost differentials persist. Vietnam and India offer lower labor rates than China in many segments, yet face infrastructure bottlenecks and skilled labor shortages in high-tech assembly. Mexico provides USMCA tariff-free access and short transit times to U.S. markets but contends with higher wages than Southeast Asia and tightening capacity in electronics clusters. Lead times for tooling and qualification have lengthened in popular destinations.

Compliance burdens have risen. Full-value declaration requirements demand robust documentation of origin, content valuation, and supply chain mapping. Importers risk penalties for inaccurate HTS classification or failure to substantiate metal content calculations under the revised Section 232 framework.

Forward-Looking Risks: 2026–2029 Horizon

Several risks warrant monitoring over the next three to five years.

Capacity and Infrastructure Constraints: Vietnam’s high industrial occupancy rates point to potential bottlenecks by 2027–2028 unless new zones materialize. Thailand and Malaysia face similar skilled labor pressures. Mexico’s nearshoring surge could strain power grids and logistics, particularly if the 2026 USMCA review introduces stricter rules of origin.

Policy Volatility: The scheduled 2027 semiconductor tariff increase remains subject to negotiation. Section 232 modifications could expand or face legal challenges. Pax Silica membership may evolve, with potential exclusion of non-aligned players creating new barriers. Mexico’s tariff regime and USMCA dynamics add uncertainty.

Geoeconomic Fragmentation: Parallel supply chains—one China-centric, one Pax Silica-aligned—raise systemic costs. Chinese firms establishing Mexican operations introduce origin tracing complexities. Currency fluctuations in Southeast Asia could erode advantages.

Talent and Technology Gaps: Relocating advanced manufacturing requires engineering mobility. Shortages in high-tech segments could delay ramps. Intellectual property risks persist, though Pax Silica partners emphasize coordinated standards.

Escalation Scenarios: Further U.S.-China technology restrictions or Taiwan-related disruptions would accelerate decoupling but risk severe component shortages given China’s role in assembly and intermediates.
